Much as in the Codename 47, the driver hasn't planned a bathroom break for this trip, and instead
of heading into the restaurant to use their facilities, he prefers that raw, natural,
outdoors-kind-of-person feeling when he relieves himself. When he pauses with his back to
you, give him a little extra dose of goodness with a blast from your syringe.
Thankfully, there are no civilians around this area at this point, so quickly drag his body to
the sewer, head down after him and grab yourself a change of clothes. Climb out of the sewer,
and taking care to avoid any guards, head to the left hand side front door of the car and plant
your bomb.
This will trigger all but two of the delegates to head back to the car, leaving you just enough
time to head back to the sewer, change back into your purloined Red Dragon outfit, and run
eastwards down the main road. There should be enough time to do all of this, since if you
were fast enough, one of the delegates will still be returning from the restaurant batheroom,
and he walks pretty slowly. Stop under the bridge, and keep an eye on the limo. It will
shortly drive off, heading your way.

If you check to your right (east) you will notice the two Red Dragon targets hanging around by
the start of the overpass. The limo will sound its horn as it passes you, and slow down as it
arrives at the overpass. This is the point at which you should set the bomb off, and if you
have done it just right, you'll catch those two guards in the explosion. Scratch 5 of your
targets with no bullets fired. But, of course, it's never that easy!
It's now time to deal with the last two Blue Lotus delegates who remain in the restaurant
oblivious to the fate of their compadres. Run back to the ladder, climb it and sneak back into
the bomb-room. Grab the W2000 sniper rifle, head over to the inner door and check your map.
There is a single guard who patrols here, spending most of his time patroling the west and north
sides of the room, but occasionally heading down to the southern wall.
When he is heading west along the northern wall, sneak out of the room, heading immediately for
the door ahead of you on your right. If you think you're going to run short of time, make sure
that you close the door after you, and you should get through fine.
Head north up this red-lit corridor, then round to the left, stopping just before you hit the
junction with the next corridor. Here, despite what it says on the map, there are no doors to
your left, and you can be seen by the previous patrolling guard. Keeping an eye on his patrol,
grab an opportune moment to sneak down the corridor to your right (north), and through the door
at the end.
You're now on the balcony above the main restaurant. Duck left a bit and move forward. The door
should close behind you, and as you approach the guard ahead, he will move off in a patrol round
the entire balcony. Head immediately right after the guard, keeping close to the wall.
