No,

Many
of the new features and bug fixes to the engine will be distributed
in a patch, or a separate download, or, you may be required to buy
Austerlitz for the new features. BreakAway Games currently does not
have any plans to revisit the Sid Meier's Antietam engine. Although
we all hope for the bugs to be fixed, don't count on it.
