General Synopsis

Liaise is similar to headhunt in nearly all details, but is used to make important deals or to meet important people rather than to get them to join your faction.

I've been playing a lot of the game from the map screen just recently as I've tried to get some major support going... the orange sections are mine so as you can see I am not doing too badly (although this is on easy mode - it's pretty damn hard in the other modes. Let's get our action on the go.
I need to meet the mayor of town.
I won't explain why but I need to liaise with the mayor at my time in the game, so I guess I'll let you in on my conversation. The mayor is called Ivan Livingstone - if anyone knows why this is rather humorous, then answers on a postcard!
We need to meet in the town centre where the town hall is. There are loads of benches here so I have a lot of choice as top where to meet.
This one has a fairly high secrecy rating, which may be helpful in this case.
Here I come.

The conversation system starts up. I have a very useful tactic for when I need to get less than forty points to win. You simply concentrate on rounds 4 and 8, both of which offer 20 points each. Because each "argument" has to be different, I put one at 0, the next at 1, the next at 2 and the fourth as high as I can possibly go, as shown in the screenshot. This way, I can throw away my bad arguments on the lower level rounds (1,2,3,5,6 and 7) and be sure of a win on the most important two rounds (4 and 8).
You'll notice I have gone further than I needed to, just to make sure. I have placed my "2" card down first - the computer often plays a 1 or 0 on the first round so playing a 2 gives cheap and easy points. I know I will loose the next two rounds, but I have saved my big guns for round 4, which I win. Rince and repeat - and hey presto I've won.
We chat for a while longer...
... stand ...
.. and embrace.
It's pretty "hands-on".
And giving him a friendly slap on the cheek? That's just rude!
But here we are walking away together, so I guess he's OK with it - and I should be too as I've just made an important contact.
