The Silver Case
is political terminology that references an assassination that occurred during 1979, of March.
Sundance sent his ace assassin to eliminate the politicians involved in the CCO/TRO talks who were trying to legalize the "shelter children policy" It is feared that the events of the "Silver Case" would lead to paranoia & pandemonium by the media and, so in general, the Silver case is not made public.
During 1979/3 Ten TRO/CCO union executives were murdered in cold blood. The
mastermind behind the massacre is Kamui Uehara. The incident was
later classified as the, "Silver Case ".
Kamui was shot dead on the spot by Tetsugoro Kusabi,a
detective of the 24 ward Felonious central police criminal investigation unit .
Kamui is infamous for
the Silver Case incident that he committed in the 1970's however
the current Kamui in 1999 was only in his 20's.
It's later revealed that the Kamui from the 70's was a hitman named
Fujiwara Kamui who was under the payroll for Sundance Shot the
leader of the environmental preservation frontier group, known as the FSO party.
Sundance's efforts backfired though & the incident became to be known as the "Silver Case"
Fujiwara is officially recorded as the man who killed ten
vips from Sundance's rival party, the CCO/TRO alliance.
The reality is that Fujiwara was actually killed during the
assassination attempt.
The remaining politicians at the tower slaughtered each other.
The CCO/TRO politicians were fighting for control of Fujiwara's
"silver eye".
The causalities during the shoot out were later added on to
Fujiwara's death toll by the 24 ward police department.
(Fujiwara died seconds before the actual "Silver
Case" incident.)
Kaoru Hachisuka, the chief of the 24 ward police department was involved
with the fabrication of the Silver incident. He went under a
different alias for his underworld activities.
Tetsugoro Kusabi is credited for killing Fujiwara Kamui.

20 years ago during 1979, Fujiwara had his silver eye gouged out by the TRO/CCO seniors, and was killed. Fujiwara was not a hitman at all. He was just a civilian. An ageless civilian, because anybody with a silver eye is considered ageless, or immortal.
When Fujiwara died the remaining politicians at the tv tower meeting annihilated each other as they fought over Fujiwara's Silver eye. In the end it was Uminosuke who took possession of Fujiwara's silver eye.
Kaoru Hachisuka, the 24 ward district chief was later killed, and had his identity stolen by his own son Uminosuke. Who then resumed Kaoru's duties as the 24 ward district chief. The true character of Kaoru was Uminosuke who had inherited the Silver eye from Fujiwara Kamui.
