Upholding the rights to a mod is really the responsibility of the original author. So, basicly, what I am saying is, if you don't own it, you shouldn't be questioning the persons integrity by asking if they have permission for it. The way I see it, when someone asks if someone else has permission to use a file they themselves do not own, it's like saying "we don't trush you" or roughly the same as asking if they stole it. Since accusations are not to be levied against other members publicly on the forum (should be in the board rules-or atleast raven has said it) nobody should be questioning others permissions publicly either.
To summarise:
If you think something is fishy, PM the original author if you know him. If not, staff. We can probably find him or figure it out.
If it's a mistake in the credits, on the other hand, send a PM to whoever released it as they made have made a legitimate mistake, and be nice. If nothing happens after a while or you get a rude response, contact the author or staff, and let them deal with it.
