1. I find you should and can snake with EVERY kart in all of the game. Generally though, karts with a large amount of handling and low amount of drift perform snaking techniques the best.

2.Try practicing your snaking in an easy level (GCN luigi circuit)
3.Never practice in only one level with snaking, try all of them, thats how you can get better
4.Snaking is a skill you should start when you are skilled at mario kart, never start right away

1.Try cutting your opponent off frequently by snaking, it will cause lag for them and make them crash easly

'Shroom cuts that dont need mushrooms?
Yes, there are, all you do is powerslide as soon as you reach them, (EX. - GCN Yoshis Circuit, when you cut across the mini river by the tunnel, or GBA Sky Garden, the little ramps you go off of)
